Destiny-Gram was conceived in 2023 to give individuals Hyper-Personalisation tools that improved AI responses by 62%. It proved the concept: AI becomes dramatically more useful when it knows who you are . But the key problem was soon identified (data security). 78% of users want personalised AI experiences, yet 82% express concern about their Data Collection (Gartner/McKinsey research).
In 2025, that insight became an enterprise infrastructure mission branded Constitutional Memory, - which developed BlackVault - trademark multi-platform middleware offering AI Governance Infrastructure built for EU AI Act compliance - and Constitutional Valley(Malaga) was born as the institutional home for what comes next.

The European AI-Governance Alliance will own and govern the infrastructure its own employees depend upon - the way SWIFT gave European finance its own payments backbone, and Airbus gave Europe its own aerospace capability.
The Alliance will be led by a European Sovereign AI-Partner with both technical and strategic authority: a first-mover position that defines the standard before others can replicate it.
